The Levin Institute welcomed two groups of students with its initiative, The Program in Science, Technology and International Affairs, in partnership with the Moscow State Institute of International Relations and the Dalian Science and Technology Bureau. 


Moscow State Institute of International Relations

This program that began in June provided 25 students from Russia with an increased understanding of S&T’s impact on international relations. The program highlighted the ways in which policymakers, business executives, and managers of NGOs can leverage their knowledge of S&T and the changing external global environment to strengthen their organization’s effectiveness. 

MGIMO is the premier university in Russia for international relations, law and economics.  It enrolls 4,000 students a year and offers B.A., M.A. and Ph.D.degrees. Among its graduates are prominent government and business leaders. 


Dalian Science and Technology Bureau

Dalian, one of the most open, forward-looking cities in China, serves as the hub for economic growth in Northeast China and is projected to become the innovation engine for that region’s development in the future.  To retain its sustainable competitive advantage in the global economy and enhance its growth opportunities, the Dalian city government has deployed a new strategy called “The Greater Dalian Plan.”

To achieve it critical goals in the area of talent development and utilization, the Dalian Science and Technology Bureau and The Levin Institute cooperated to create a unique, customized executive training program to prepare government officers and senior executives from technology-based companies to better interact and engage with potential foreign corporate partners from abroad.  The Executive Technology Management Program was structured according to a modular based curriculum; the content included technology-oriented managerial knowledge with particular stress on global technology cooperation and collaboration, as well as the issues of IPR protection and corporate strategies for innovation.  There were also a series of site visits to high-tech parks, local government agencies, and knowledge-oriented companies.
